Governor Northam solemnly signs Virginia legalization

Democratic Governor Ralph Northam today signed law legalizing adult possession of marijuana and setting a passage date for commercial marijuana production and retail sales.

Jenn Michelle Pedini, NORML Development Director, spoke with the Governor at the signing of the bill. “Today we celebrate together an extraordinary victory for cannabis justice in the Commonwealth.” Pedini, who also serves as executive director of Virginia NORML, said. “We still have so much work to do and NORML remains committed to our efforts on behalf of the Virginians, lawmakers, administration and the new cannabis control agency to make sure we get this right.”

The Senate Bill 1406 introduced by Senator Adam Ebbin (D-30) and Senate President Pro Tempore Senator Louise Lucas (D-18) and that of Charniele Herring (D-46), the delegate of the Majority Leader of the House of Representatives, patronized Bill 2312 of the House of Representatives set a law timeline for legalizing the commercial marijuana market in Virginia. The measure also allows for personal possession of up to an ounce of marijuana and personal cultivation of up to four cannabis plants per household. The regulations that allow personal possession and cultivation of marijuana come into effect on July 1, 2021.

The timeline within which state regulators must enact regulations authorizing the commercial production and sale of cannabis is July 1, 2024.
